Job Description and Duties

Acts as Contract Manager for district encampment contracts supporting district efforts while addressing hazardous waste materials associated with unsheltered encampments. Prepares and processes encampment contract requests, including scope of work, amendments and renewals as needed. Acts as a liaison with contractors to resolve contractual issues to ensure the timely completion of contract work, effective use of resources, review, and approval of contract payments. Reviews and evaluates program performance using various data management systems to include IMMS, Datalink and AMS for routine budget and status reports. Works directly with Local CHP, Local Social Service, Outreach and Continuum of Care groups during posting 72 hour notice to vacate, documents cleanup effort, takes photos of encampments, coordinates with district managers, superintendents, and supervisors during scheduling and redirection of staff when necessary, participates in critical decision making on emergency removals of encampments, coordinates MAZEEP support. The incumbent will ensure district adheres to policies and procedures with storing of personal property at encampments during relocation or emergency removals of encampments. Review district work-plans and performance, provided guidance and recommendations to meet HQ and district program goals. Provides district unsheltered encampment training to maintenance staff on policies and procedures in addressing unsheltered encampments. Conducts field reviews as needed to evaluate districts performance. Works with District Landscape Architects, District Design, Landscape Specialists, and Caltrans Staff on mitigation solutions to prevent rehabilitation of encampments, participates in discussions with innovated ideas to ongoing maintenance issues. Working Conditions

Position located in Rancho Cordova, Sacramento County.

Incumbent, when performing office duties, will work in a climate-controlled office setting under artificial lighting; however due to periodic problems with the heating and air conditioning systems, the building temperature may fluctuate. Incumbent will be exposed to computers, various lighting conditions, and stand or sit for prolonged periods; must be able to work at a keyboard and focus on complex tasks for long periods of time and must be able to organize and prioritize large volumes of work and documents. Incumbent must be able to work independently or in a group environment. The incumbent will be required to travel throughout the district conducting reviews as necessary. While in the field the incumbent will be exposed to highway noise, dust, uneven surfaces, various weather conditions and in close proximity to traffic. When performing fieldwork, the incumbent shall wear required personal protective equipment in accordance to rules and regulations set forth by Caltrans Safety Manual and Caltrans Maintenance Manual. The incumbents normal working hours will be set between 7:00 am and 5:00 pm. This position may be required to work irregular work shifts. May be required to work overtime due to storms, emergencies, special work projects, or when the Supervisor deems that it is in the best interest of the State to work overtime. 

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

This position does not supervise but does provide oversights of Encampment mitigation and processes associated with Encampment removals. The incumbent must have knowledge of Caltrans Maintenance programs and functions, and the Mission, Vision and Goals of the Department. Knowledge of material, and equipment used in the maintenance of State highways, and operations of a maintenance territory. Working knowledge of roadside maintenance functions and activities associated with unsheltered encampments, litter and debris abatement, graffiti removal and prevention, contract management, other maintenance management activities. Knowledge of rules and regulations pertaining to maintenance operations, emergency response, employee health and safety, traffic safety, labor relations, computerized management systems, personnel management, and factors which influence the impact of transportation facilities on the environment, communities, and the economy. Abilities: The incumbent must be able to acquire expertise regarding procedures and interpret policies of the Department. Must be able to plan, organize, and direct the work of others, judge work quality and performance, analyze situations accurately and develop ab effective course of action. Must be able to communicate clearly both orally and in writing, give presentations and communicate our goals and objectives. The incumbent is expected to work with others and act as program lead on committees and teams while coordinating activities with other agencies and external organizations. Analytical Requirements: The incumbent must be able to analyze and evaluate field performance and reported data to ensure intended goals and objectives are met consistent with Department policies and guidelines, and within budget allocations. The incumbent must be able to apply logic to complex problems associated with the unsheltered encampment program and other roadside programs, evaluate risks, and make objective recommendations that support resolutions of maintenance related issues.
