The Office of Financial Regulation (OFR) is responsible for licensing, chartering, examining, and regulating depository and non-depository financial institutions and financial service companies, including state-chartered banks, credit unions, trust companies, loan originators, mortgage lenders, securities dealers, investment advisors, consumer collection agencies and money transmitters throughout the state of Florida.

The Office of General Counsel (OGC) is structured by Administrative and Civil Litigation Services, Legal Consultation and Regulatory Services, and Internal Agency Services. The incumbent of this position may be assigned to assist one or more areas from time-to-time in support of the mission of the OFR.

SPECIAL NOTES:

This is an employment opportunity for current employees within the State Personnel System.

Requirement:

Four (4) years of combined working experience in the State of Florida’s Purchasing Systems (FLAIR, MFMP, PCard, and Florida’s State Travel Management System (STMS)) is required . A bachelor’s degree from an accredited college or university may be used as an alternative for the required years of experience.

Additional requirements:

• Applicants must have proficiency in the use of Microsoft Office software products (Word, Excel, Teams, Outlook, and PowerPoint) and Adobe Acrobat Professional.

Preference:

• Two (2) years of experience handling personnel paperwork, including creating and modifying organizational charts.

Skills and abilities must be demonstrated through prior work experience and/or training listed on the applicant’s resume.

The anticipated starting salary will be $52,859.88.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

All applicants seeking employment with the OFR are subject to mandatory background checks conducted through the Department of Financial Service (DFS), Bureau of Human Resource Management in accordance with the requirements of chapter 435, F.S. and reviews by OFR. Applicants may be disqualified for employment with OFR based on the information that may be obtained through research and/or OFR’s review process.

No applicant may begin employment until the background screening results are received, reviewed for any disqualifying offenses, and approved by the Agency. Background screening shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

1. Knowledge of administrative principles and practices, including office procedures.
2. Knowledge of standard business formats and styles for letters, memoranda, administrative reports, and other correspondence.
3. Knowledge of basic filing practices, records management, and organizational techniques.
4. Knowledge of computer software and equipment, including proficiency in Microsoft Office, Adobe Pro, or similar software products.
5. Knowledge of MyFloridaMarketPlace.
6. Knowledge of the State Travel Management System.
7. Knowledge of Human Resource Management Practices.
8. Skilled in utilizing correct grammar, spelling, and punctuation.
9. Skilled in reading comprehension and understanding written work-related documents.
10. Ability to lift 30lbs (Records Storage Boxes).
11. Ability to organize data into logical format for presentation in reports, documents, and other written materials.
12. Ability to conduct fact finding research.
13. Ability to work independently and as part of a team.
14. Ability to plan, prioritize, organize and coordinate various work assignments.
15. Ability to understand and apply rules, regulations, policies and procedures.

BRIEF DESCRIPTION OF DUTIES :

Works directly with the Support Services Administrator housed within the Office of General Counsel (OGC) in the coordination of business operations, administrative tasks and confidential assignments which are complex in nature and may include, but are not limited to the areas of records management, public records maintenance and processing, human resource management, policy & procedure implementation, and contract management and procurement. Independently gathers, organizes and analyzes data in order to develop processes that will more efficiently and effectively achieve the objectives and priorities of the organization.

Specific duties include, but are not limited to:

1. Serves as the human resource liaison, preparing hiring documents, scheduling interviews, coordinating onboarding activities, updating organizational charts and maintaining the agency’s internal HR Dashboard.
2. Serves as the State Travel Management auditor and handles all paperwork needed to add new users.
3. Serves as the Purchasing Card approver and/or auditor and handles all paperwork needed to add new users.
4. Serves as the MyFloridaMarketPlace coordinator for issuing purchase requisitions.
5. Serves as a contract coordinator and/or manager for assigned contracts.

Performs other related work as required.
