Summary This HUMAN RESOURCES SPECIALIST (MILITARY) is located in the Recruitment and Retention Battalion of the California Army National Guard (CAARNG) and is part of the CA Recruiting and Retention. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-9, is to provide technical expertise and guidance for all military personnel assigned in the state, and oversee the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Integrated Personnel and Pay System - Army (IPPS-A), or the Personnel Services Section. Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program. Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues to assist in HR management decisions. Provides information and ensures regulatory compliance regarding area of responsibility which may include, but is not limited to: accessions, appointments, assignments, reassignments, transfers, promotions, discharges, separations, retirements, Officer Evaluation Reports (OER) Non-Commissioned Officer Evaluation Reports (NCOER), awarding of Military Occupational Skill (MOS) identifiers (primary or secondary), Stop Loss programs, and National Guard Bureau (NGB) waivers. Convenes or participates in various boards which may include: promotion, awards, selective retention, MOS Medical Review Board (MMRB), Incapacitation Review Boards, etc. Responsible for and ensures the timely and accurate processing of submitted military personnel actions. Establishes a control log to maintain document control and an audit trail of all transactions received and dispersed in IPPS-A. Notifies units and higher echelons of rejected or incomplete documentation, necessary steps or processes required to resolve the problem, and maintains a database for tracking and suspension of submissions for identification of trends and problems. Oversees the performance of document handling, records maintenance, and the personnel electronic records management system. Directs staff in performance of periodic record reviews and inventories to ensure total record accountability. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. Qualifications HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience serving as an advisor to commanders on assigned unit human resources (HR) program; Experience initiating action for the issuance of all military orders relating to military personnel actions and distributing accordingly; Experience overseeing the direction of the Personnel Services Section and functions as the technical expert; Accomplishes and oversees the accomplishment of technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian.
