Summary The incumbent serves as a Management and Financial Analyst within the Finance and Services Branch, AMA-021. Responsibilities The incumbent performs varying and complex financial and analytical duties in the conduct of budget formulation, execution, and presentation based on comprehensive understanding of the Academy's diverse programs and resources. The incumbent will be tasked with providing leadership, guidance, and/or expertise in the areas of financial management applying in-depth knowledge of federal regulation and agency guidance. Reviews and interprets financial data from numerous systems and sources, develops and reviews financial statements relevant to the success of the FAA Academy programs. Gathers budget and financial statistical data and/or creates reports and participates in analysis utilized in the preparation and issuance of managerial responses to bargaining unit actions. Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. The Management and Financial Analyst will possess comprehensive financial knowledge in Franchise funds, Reimbursable funds, Operations funds and Facilities & Equipment funds accounting procedures, and excellent communication skills. The incumbent will perform revenue, cost of goods or services sold, expense analysis, financial results analysis, budgetary analysis, cost analysis, business planning (budgeting), influence cost reduction, manage cash flow and a general ledger. Manages assigned allocations, performs fund certifier duties for all funding types, reconciles with agency systems of record, and prepares statements on agency prescribed cycles. Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments include: Reporting and presenting financial information and recommendations to management, Maintaining reports on expenditures to ensure effective use of funds, Making recommendations on financial issues and providing sound advice to managers and operating officials, Developing labor rates and overhead rates, Developing and implementing spending plans. The incumbent analyzes and assembles information and data to be used for reports, program planning, and briefings concerning expenditures, ensures funds are used in accordance with operating budgets, develops and maintains financial tracking systems, monitors expenditures, and reviews documents for accuracy and validity of need and resolves discrepancies in accounting data and reports trends and problem areas which are indicative of inefficient resource utilization to management. Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach or to develop new approaches. Assignments regularly require the interpretation of internal and external policies. Enters reimbursable agreement data in the Franchise Reimbursable Agreement Tool (FRAT). Works with management and staff to analyze and interpret detailed reports. Provides pertinent analysis information to the decision-making process. Performs financial analysis related studies that support the operation; analysis and evaluation of financial proposals, operating costs and program effectiveness based on labor cost, production capability, and other operational elements. Performs trend analysis and support group cost analysis. Gathers and interprets financial data and transactions and follows monthly accounting procedures to prepare and submit journal entries for recognition of revenue and submit monthly financial adjustments and accruals. Monitors processes for efficiency gaps and performs value-stream analysis and other process improvement techniques to improve process accuracy, timeliness, standardization, automation. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. SPECIALIZED EXPERIENCE includes: experience working with Franchise funds, Reimbursable funds, Operations funds and Facilities & Equipment funds; experience performing revenue, cost of goods or services sold, expense analysis, financial results analysis, budgetary analysis, and business planning; experience analyzing data to be used for reports, program planning, and briefings concerning expenditures, operating budgets and financial tracking systems.
