This recruitment is "Open Until Filled" to allow for a deeper candidate pool. Applicants will be reviewed weekly starting 10/24/2024.
The Pre-Commitment Investigator conducts investigations on persons who have been placed on a Notice of Mental Illness (NMI) and then makes a legal recommendation to the circuit courts. The Commitment Investigator either recommends a commitment hearing because the person meets probable cause per Oregon Revised Statute (ORS) 426, or recommends that the matter be dismissed because the person does not meet criteria.
As the Pre-Commitment Investigator, other duties will include:
Investigations
Gathering and collecting evidence to support legal recommendations by: interviewing allegedly mentally ill persons to gain first hand information and to perform mental health assessments within the legal framework of ORS 426.
Interviewing collateral sources to determine probable cause.
Reviewing medical records; synthesizing available data into a conclusion. Adhering to statutory time frames.
Determining whether or not there is probable cause to move forward to a hearing.
Documentation
Preparing detailed hearing reports using knowledge of the DSM and limited knowledge of "rules of evidence" for use in determining probable cause.
Timely documentation of investigations for internal record keeping.
Participation in the Quality Assurance process in order to ensure compliance with best practice standards.
Consultative Services
Providing consultative services to facilitate the investigative process.
Providing support and information for friends/family attempting to navigate the commitment process.
Serving as a clinical resource for the legal/court system.
Serving as a "legal" resource for the medical/psychiatric system.
Serving as the "first line" representative of Multnomah County to both the legal and the medical system.
Serving as the internal consultant to other behavioral health programs within Multnomah County.
Legal Responsibilities
Availability to serve as an expert witness at civil commitment hearings.
Availability to defend and testify to written hearing reports in civil commitment hearings.
Consulting with the District Attorney as needed for civil commitment procedures.
Coordinating witnesses and other key elements for commitment hearings.
Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home). As with all routine telework positions, employees may be required to come into the office on occasion. This position will require commuting to local hospitals. 50% will be spent working from hospitals/transit and the other 50% will be routine telework from your home. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Five Oak building 209 SW 4th Ave, Portland, OR 97204.

page.Minimum Qualifications (REQUIRED):
Education/Certification: Must have a Masters degree and must meet the standards of Qualified Mental Health Professional-R (QMHP-R) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website, and/or Clinical Social Work Associate, can obtain licensure within the first three (3) months of hire with appropriate experience and can pass an examination regarding Oregon statutes and administrative rules relating to the civil commitment of mentally ill persons AND
Graduate degree in psychology or
Graduate degree in social work or counseling or
Graduate degree in a behavioral science field
Other Certification: Possession of, or ability to obtain within 90 days of hire, an active and valid registration as a Mental Health Investigator Certification from the Oregon Health Authority.

This position requires a background investigation, which may include being fingerprinted.
Valid Driver's License.
Preferred Qualifications/ Transferable Skills*: You do not need to have the following preferred qualifications/ transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.
Appropriate Oregon Licensing Board LCSW, LCP, Clinical Psychologist
Leadership experience in the crisis field
Leads with race through actions and advocacy with internal programs, with community partners and across departments throughout the county.
Demonstrate the ability to flex style when faced with myriad dimensions of culture in order to be effective across cultural context.
Respect and appreciation for ethnic and cultural diversity.
Knowledge of challenges and barriers faced by those with Severe and Persistent Mental Illness (SPMI) and the systems they encounter in Residential Services, Adult Protective Services and Crisis Services.
Ability to collaborate and build relationships to achieve positive work outcomes.
Ability to maintain a safe and healthful workplace.
High degree of resilience, is outcome driven and can thrive in an environment of rapid change while effectively managing pressure in an effective and professional manner.
