Public Health Program Specialist II

Summary

Under general supervision, provides program-specific and/or disease-specific public health technical assistance and program support for ANTHC. Works as a member of a team and with other stakeholders and partners to successfully plan, implement, and monitor projects and/or programs for the Alaska Native Tribal Health Consortium.

Responsibilities

Engages in public health practice with Tribal communities, organizations, and systems. Researches and identifies appropriate evidence-based or promising practices for a variety of public health areas and disease topics. Serves as a resource for technical information in existing public health information, scholarship, and practice, including innovations in the field.

Responsible for implementing projects or programs under the direction of the program manager including coordination of staff, contracts, and partner meetings.

Establishes and maintains effective working relations with partners, advisory groups and committees to facilitate the implementation of all project goals.

Maintains regular contact with partners, funders, contractors and subcontractors of projects.

Coordinates with other program staff in the design, implementation, and monitoring of large-scale public health programs.

Assists partners, contractors and subcontractors in complying with established project(s) timelines and performance standards for overall program. Identifies potential problems and collaborates with ANTHC staff to prevent or solve problems in project(s) implementation.

Provides logistic support to other staff, partners, contractors, subcontractors, and participating Tribal organizations and communities in the performance of activities.

Develops, manages and monitors project databases. Able to synthesize disparate information and apply public health principles to complex health issues to identify potential approaches or solutions. Assists in data collection and management.

Completes internal and external written and oral reports professionally and in a timely manner. Effectively maintains communications with stakeholders, partners and advisory groups and committees, if applicable, to facilitate the implementation of the project.

Provides technical assistance, expertise, and consultation on issues of public health, health intervention strategies, and carrying out research and other projects to identify, define, and prevent disability, morbidity, and mortality associated with disease, injury, and related health issues.

Tracks the day-to-day activities required to ensure project(s) tasks are completed on time, successfully, and in a manner consistent with the objectives and goals of the program according to the funding agency’s terms and conditions, if applicable.

Works closely with the program manager in the implementation of program scope and objectives as well as program monitoring. Assists in program or project evaluation, as appropriate.

Communicates all of the requirements and commitments (both verbally and in writing) to the program manager, internal and external partners.

Performs other duties as assigned.

This includes basic knowledge in the areas biostatistics, environmental health, epidemiology, social and behavioral sciences, communication and informatics, diversity and culture, biology, program implementation and monitoring, evaluation, and systems thinking.
  • Skill in establishing and maintaining cooperative working relationships and collaborative partnerships with others.
  • Skill in reading and interpreting technical reports and public health scholarship.

  • Skill in survey design and database management techniques.
  • Skill in communicating, including visually, with lay and professional Tribal and Non-Tribal audiences.

MINIMUM EDUCATION QUALIFICATION

Associate Public Health Specialist / Public Health Specialist

A Bachelor’s Degree in a discipline relevant to the scope of this position. Progressively responsible full-time professional work experience may be substituted on a year for year basis.

Minimum Experience Qualification

Public Health Specialist

Non-supervisory - Three (3) years of public health work experience or project implementation and monitoring. An equivalent combination of relevant education and/or training may be substituted for experience.

Preferred Education Qualification

Public Health Specialist

Master’s Degree in Public Health or related field.

Preferred Experience Qualification

Public Health Specialist / Senior Public Health Specialist

Certified in Public Health (CPH), Project Management Professional (PMP), Certified Health Education Specialists (CHES)
