Job Summary

This position investigates criminal acts committed by incarcerated individuals, staff, and the public, upon institution property. Conducts administrative internal investigations regarding issues of serious employee misconduct and breaches of security. The Special Investigator acts as the intelligence and investigations advisor to the Warden and is primarily responsible for the dissemination of sensitive intelligence and information obtained through interactions with the incarcerated population and other proven investigative methods. The position is responsible for providing assistance to the Prison Rape Elimination Act (PREA) Compliance Manager as needed or directed by the Director of the Office of Special Investigations (OSI).

This position has direct contact with incarcerated individuals and requires travel approximately 5% of the time.

Qualifications

Minimum Qualifications

The following qualifications are required of all applicants seeking consideration for this position:

  • Three (3) years of experience conducting investigations in a correctional, military or law enforcement setting conducting or assisting in conducting criminal, administrative, due process and/or gang/security threat group investigations, including planning; processing crime scenes; gathering evidence (physical or data); interviewing witnesses, victims and suspects; interpreting email and phone conversations; and completing/writing intelligence/investigative reports, or related work.
  • A Doctorate degree may substitute for two years of experience. A Master’s degree in Corrections, Criminal Justice, Criminology, Counseling, Counseling Psychology, Law Enforcement, Psychology, Sociology, Social Work, or related field may substitute for 18 months of experience. A Bachelor’s degree in the fields listed above or related may substitute for one year of experience; or an Associates degree in the fields listed above or related may substitute for six months of experience.

Applicants who meet the above requirements will be further evaluated based on the following:

  • Knowledge of research and data gathering techniques and investigation methods.
  • Thorough knowledge of Minnesota statutes; federal, criminal and civil law; policies and procedures; and due process sufficient to apply this knowledge to the cases under investigation.
  • Written and oral communication skills sufficient to interview suspects, incarcerated individuals, victims, and witnesses to elicit accurate information; evaluate the reliability and credibility of the person interviewed; communicate the results and findings to proper authorities, including preparing and presenting summary reports and testifying in legal proceedings; and to conduct training.
  • Critical thinking, analysis, and judgment skills sufficient to analyze and evaluate complex information and independently make sound decisions.
  • Human relations skills sufficient to establish and maintain effective working relationships with employees, outside agencies, and the public.

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position:

  • Four (4) or more years of investigative experience as described above in the minimum qualifications.
  • Five (5) or more years working as a Correctional Officer in any facility/jail within the United States.
  • Bachelors' degree in Corrections, Criminal Justice, Criminology, Counseling, Counseling Psychology, Law Enforcement, Psychology, Sociology, Social Work or related field.
  • Skills in using computer database and software programs such as the Augmented Criminal Investigation Support System (ACISS), Correctional Operations Management System (COMS), National Crime Information Center (NCIC), Security Threat Group (STG) and gang/records management databases sufficient to maintain a comprehensive file on all intelligence information gathered, document the investigation, and retrieval and storage of information obtained in the database programs.

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks including incidents of sexual harassment, will also be conducted on the top candidate(s) in

accordance with Department of Corrections' policy. This may include a review of job performance and discipline records.
