The State Water Resources Control Board’s Division of Water Quality has two openings for an Environmental Scientist in the Watersheds and Wetlands Section, Wetlands Permitting and Planning Unit. The position location is 1001 I Street, 15th Floor, Sacramento, CA 95814, right in the heart of downtown next to light rail stations and other public transportation.

Duties: Under the close supervision of the Senior Environmental Scientist, the incumbent will work as an Environmental Scientist in the Wetlands Permitting and Planning Unit to perform complex, varied, and broad environmental analysis and research related to impacts of dredge or fill projects and the protection of water quality and beneficial uses of water as outlined in water quality control plans and policies. Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge and experience with wetland and riparian science including wetland delineation.
  • Knowledge and experience in the areas of ecology, hydrology, botany, soil science, wildlife biology, biological assessments, and water quality.
  • Knowledge and experience interpreting, implementing, and developing environmental laws, regulations, and policies, especially under Clean Water Act sections 401/404 and the Porter Cologne Water Quality Control Act.
  • Experience leading and organizing projects, including the application of project management tools and strategies.
  • Experience and ability to effectively analyze problems, consider alternatives, and make recommendations.
  • Excellent verbal and written science communication skills, presentation skills, and organization skills.
  • Ability to work cooperatively and promote partnerships with diverse colleagues, interested parties, and tribes.
  • Experience facilitating meetings and conducting outreach and engagement.
